T.K. Paliwal, the educationist founded the inter college on 23rd July 1986 for the progress of girl’s education. He observed the lack of education for girl children even in affluent families.

After serving as a headmaster at a nearby inter college, T.K.Paliwal took it upon himself to change the state of womens education in Jattari.

Being a Lecturer and Principal for 39 years, Mr. Paliwal was aware of poor literacy ratio in this area among the women. He has experienced that the girls have to sacrifice their education for their male siblings and were left to do daily household work.

Educational cost and safety were additional issues to parents whose average household income was less than One US dollar (45 INR) per day. On 23rd July 1986, Mr. Paliwal laid the first stone of Bhagwati Sarla Paliwal Junior School with the enrollment of only ninety two girls to serve an area of more than 40 square kilometers (16 Square Miles). His goal was to provide education to every girl at a nominal fee and in a safe environment. He went door to door to meet parents to encourage them to enroll their daughter(s) in the school. Today when he thinks about past he says, "I have heard thousand times from parents that why should we spend money on girls' education, if they have to go to their own house (after marriage) while the boys will earn for our own family". Initial few years were tough but time has changed and now we have more than 1000 girls enrolled in the college. We not only provide educations and awareness but financially help them by providing books, uniform, shoes, winter clothes and tuition fees, he adds.
